On L2JBrasil, they’re constantly changing things. Generally, it’s one IP, one vote, but maybe they’ve added some additional protection as well.
Also, they don’t show how much time is left until you can vote again, so you’ll have to keep track of the time yourself and know when you can vote for the server again.
