Also same error as LordTakis and as you suggest to change to RU time, no one is going to do that for a game lol, when in other servers are no such a thing. You have to make changes/program, so such issue should not occur if time set is relevant to the error...

this problem with "Cannot run in this locale" is solved by replacing the file localization.ini
